State insurance regulators approved rate increases today for Blue Cross and Blue Shield of North Carolina’s policies on individuals that was lower than what the health insurer originally requested. Insurance Commissioner Wayne Goodwin and BCBSNC chief executive officer Brad Wilson also announced today the insurer would be issuing nearly $156 million in one-time refunds to more than 215,000 customers because of the health care reform law Rates for the insurer’s Blue Option HSA , which includes higher deductibles, lower monthly premiums and a health savings account, will increase 2.
